Qatar and the Rift: Small States and Big Opportunities
The 2017 Gulf Rift, far from being a departure from recent history, is a continuation and an almost inevitable outcome of trends in the foreign policies of Gulf states, including Qatar, that started in the last century. Qatar’s actions constitute a challenge to accepted theories about the place of small states in the international system.
