The New CEQ NEPA Regulations—What Do They Mean for Miners?
This presentation will cover the long-awaited revision of the Council on Environmental Quality
National Environmental Policy Act (NEPA) regulations at 40 CFR 1500-1508, which were recently issued as a final rule effective September 14, 2020. Key parts of the revised rules, notable lawsuits and other developments, and outlook beyond the November national elections will be addressed, with a focus on practical implications and insights for mining enterprise project permitting and operations.
About the Presenters
Bob Maynard is a partner in the Boise office of Perkins Coie and chair of the firm’s Mining/Oil & Gas Industry Group. He has 40 years of experience in NEPA and other environmental and natural resources law. Bob has assisted numerous mining projects with permitting, bonding, and other issues in the western U.S. He served many years as a federal attorney representing the U.S. Forest Service regarding mining and other matters in Alaska and Washington D.C.
Kaycee May Royer is an Associate in the Boise Office of Perkins Coie, and her practice focuses on environment and natural resources law. Her most recent experience includes assisting clients with permitting issues, commenting on proposed regulations, and litigation. Kaycee has assisted a variety of clients, including mining companies, private landowners, members of the livestock industry, and forestry enterprises. Kaycee is admitted to practice law in Idaho, Nevada, and California.
