Patrick Biltgen

As the analytics offering family lead at Perspecta, Patrick Biltgen leadsresearch and development efforts for machine learning, artificial intelligence, modeling and Internet of Things (IoT) capabilities.
 
Recognized for unconventional ideas and unique perspectives, Biltgen is a thought leaderwho has supported data fusion and modeling efforts for multiple intelligence clients.
 
Prior to Perspecta, he was the technical director of analytics and a principal systems engineer at Vencore. His previous role was senior mission engineer/intelligence integration directorate at BAE Systems, where he wassubject-matter expert on the methodology of Activity-Based Intelligence (ABI) and deliveredmission-focused capability development for the intelligence community. Biltgen developed and proliferated the concept of “mission engineering” across BAE Systems’ GEOINT-ISR business area, mentored new employees on this discipline and collaboratively advanced new concepts across teams of intelligence analysts, systems engineers and software engineers.

He also held positions as a research engineer and research assistant at Georgia Institute of Technology, specializing in intelligence, defense and military projects. He oversaw a team of 25 graduate research assistants and directed more than $1.3 million of sponsored research for the Air Force Research Lab (AFRL), National Air and Space Intelligence Center (NASIC), Raytheon, BAE Systems and Applied Research Associates (ARA).

A prolific writer with a reputation for explaining complex material clearly, Biltgen published Activity-Based Intelligence: Principles and Applications, the first unclassified textbook on this contemporary intelligence tradecraft. In 2017 he was awarded the Neil Armstrong Award of Excellencein honor of his professional accomplishments and passion to expand the boundaries of exploration through science and technology. He volunteers with the Astronaut Scholarship Foundation as a member of the Strategic Planning Task Force.
 
Biltgen holds a bachelor's, master's and Ph.D. in aerospace engineering from the Georgia Institute of Technology. He earned a SAFe Agilist certification.
