Sam W. Schaefer, PE, is a Senior Engineer, GEI Consultants, Inc. Since 2007, Sam has facilitated the implementation of a Regional Integrated Water Management Plan, working with a Regional Water Management Group formed by seven agricultural districts. The agricultural districts practice conjunctive management of surface water and groundwater supplies from local, state, and federal sources. This area in Kern County, CA is recognized as an important location for conjunctive use in CA water management. Sam is an elected board member of the U.S. Committee for Irrigation and Drainage.
