Jim has over 35 years of experience implementing initiatives to meet California’s water needs. Formerly the General Manger of the Kern County Water Agency, he has been instrumental in many groundwater and surface water programs that placed the agency at the forefront of water management statewide. These programs include coordinating local participation in the State Water Project, developing and operating groundwater banking programs, canal operation and treatment plant administration. He has vast groundwater experience and serves as Executive Director for the Cuyama Basin GSA and the Eastside Water Management Area.
