Teresa Collins, CPSM, CPSD, C.P.M.

Teresa Collins joined Tampa Bay Water in March of 2014 as the agency's first Purchasing Manager tasked with implementing centralized purchasing. She led her team in documenting policies and procedures along with hiring and training department and agency staff. The department achieved 100% professional credential certification of staff in 2018. They have achieved cost savings of $2,710,228 since 2017. Several efficiencies were created for the agency including a P-Card program, and warehouse improvements including Bar Coding, Cycle Counting and an Auto Replenishment Process for inventory. Mrs. Collins holds a Bachelor's Degree in Business Administration and a Master of Public Administration both from Troy University. She is also a Certified Professional in Supply Management (CPSM); Certified Purchasing Manager (C.P.M.) a Certified Professional in Supplier Diversity (CPSD), and a Six Sigma Green Belt. Along with membership in NIGP, she is a long-time member and former Affiliate President in the Institute of Supply Management (ISM) and serves on the Government/K-12 Advisory Team for the National Association of Procurement Card Professionals (NAPCP). Before joining Tampa Bay Water, Mrs. Collins held a similar position at another utility for 10 years. She also managed their Supplier Diversity Program and was named Purchasing Agent of the Year by the Minority Supplier Development Council affiliate.
