Zulay is currently Administrator for the Procurement Division at Orange County Government in Florida. For the last 17 years, her career focus has been in procurement and process engineering/ improvement. Zulay holds a graduate certificate in public procurement, a bachelor’s degree in business administration, and has her Certified Public Purchasing Officer and Certified Professional Public Buyer certifications. She is currently representing young professionals on NIGP’s Member Council and is a Past President of the Central Florida Chapter of NIGP. In addition, Zulay has served on the Board of Directors and as Chair of various committees for the National Procurement Institute and the Florida Association of Public Procurement Officials. In 2018, Zulay was awarded the 2018 Procurement Manager of the Year in Central Florida and the NIGP Young Professional of the Year.
