Debbie has over 15 years of experience in the management of government purchasing and contracts with various municipalities including cities, counties, school districts, and housing authorities managing over $20 million in purchases with an overall budget of over $100 million.  Her current job involves the additional role of budgeting & fiscal responsibility of a $60 million budget for law enforcement with revenue sources such as asset forfeiture funds.  Debbie has an MBA degree in E-Business Management and a Bachelor of Science degree in Business Administration-Accounting.  

Debbie has been a Board member for the National Purchasing Institute (NPI), Vice Chair for CAPPO's SF Bay Area Chapter, participated in various committees, and an active member with several procurement associations such as the CAPPO & NIGP.  She earned the 'Exceptional Employee Award' from the City of Concord in 2016 in recognition of Excellence in following the City Values: Customer Service, Above and Beyond, Leadership, & Innovation.  Debbie also earned the Achievement of Excellence (AEP) Award for 2 public agencies that have never received this prestigious award which recognizes organizational excellence in procurement.
