Susan Filburn

In January 2015, Susan M. Filburn was appointed the Deputy Chief Procurement Officer (CPO) for the State of New York. Ms. Filburn manages a portfolio of approximately 1,500 contracts valued at over $25 billion and oversees New York State Procurement Services, an enterprise of the Office of General Service (OGS). Ms. Filburn is responsible for developing and managing statewide contracts for commodities, services and information technology for State agencies, State University campuses, and over 4,500 towns, cities, municipalities and other authorized governmental entities. Prior to this, she held the position of Director of Commodities and Services within the same organization and served in the New York State Division of the Budget. Ms. Filburn is a highly effective and qualified professional with close to twenty years of experience in Budget and Procurement public sector environments. Ms. Filburn is also a United States Army Veteran who served as an Aviation Captain, UH-60 Blackhawk helicopter pilot, in Ft. Food, Texas, Germany and Sarajevo, Bosnia prior to joining the State. Ms. Filburn has a Master of Public Administration from the Syracuse University Maxwell School and a Bachelor of Science from the United State Military Academy at West Point.
