Amber Holmes is currently the Cooperative Program and Special Projects Manager at the Arizona Department of Administration - State Procurement Office (SPO). Amber started her career with the State of Arizona in 2018 as a procurement intern while pursuing a Bachelor of Science in Supply Chain Management, with an emphasis in Sustainability at Arizona State University. After demonstrating her consistent commitment to excellence as an intern, Amber joined the State Procurement Office full-time in January of 2019. In her current position, Amber plays an integral role in executing solicitation and contract administration activities across a broad spectrum of commodities and customer groups. She has executed several critical contracts and purchasing projects in response to the current public health emergency, including initiatives to purchase and distribute vital PPE to numerous state agencies, over 100 homeless and domestic violence shelters, and all of Arizona’s 15 counties in support of both the primary and general elections. As the Cooperative Program Manager, Amber has led a complete overhaul of the Cooperative program, which has resulted in an approximate 30% increase in annual revenue to the program. Amber believes firmly in the power of data driven problem solving and the importance of maximizing both efficiency and value for her customers.
