Michele Adams

I am a senior technical assistance specialist with the National Center on Early Childhood Quality Assurance (ECQA Center), where I provide support to states, territories and tribes to advance strong health, safety and quality standards, and licensing policies and regulations. At the ECQA Center, I facilitate peer learning and focus groups, deliver training and presentations at national conferences and webinars and provide individualized technical assistance to states on a variety of topics, including family child care. Prior to working at the ECQA Center, I have 30 years’ experience in child care licensing with the state of Texas, where I held a variety of positions including licensing inspector, investigator, manager, policy director and assistant commissioner. During my tenure, I led the review and revision of minimum standards for Texas child care, authored and delivered training to licensing inspectors, supervisors and child care providers, supervised the quality assurance program, and was project manager for the development of the weighted enforcement system. I served on the states’ Early Learning Council, Early Childhood Professional Development System Advisory Council, Texas Rising Star QRIS advisory council, and was a certified playground safety inspector.
