Sheri Fischer

I have worked as a public policy researcher in the early care and education field for more than 25 years. My work includes extensive research and writing about state systems that improve the quality of early care and education programs, including child care licensing, quality rating and improvement systems, and early childhood professional development systems. I am the lead researcher and author of the 2005, 2007, 2008, 2011, 2014, and 2017 Child Care Licensing Studies—large-scale national studies of state child care licensing regulations and program policies conducted in collaboration with the National Association for Regulatory Administration (NARA). Prior to joining ICF, she held positions at the National Association for the Education of Young Children and the Wheelock College Institute for Leadership and Career Initiatives. I have presented at many national, state, and local conferences, and served three terms as an at-large member on the NARA Board of Directors.
